Legal Metrology Authorities and Utility Meter Verifiers

NMI is Australia's principal legal metrology authority and is a:

  • certifying authority for standards of measurement generally
  • verifying authority for standards of measurement generally
  • verifying authority for reference standards of measurement

To support the needs of the national measurement system NMI appoints:

  • approving authorities to conduct pattern approval testing of electricity meters, water meters and evidential breath-alcohol analysers
  • certifying authorities to certify measuring instruments (evidential breath-alcohol analysers and grain protein measuring instruments) and Australian certified reference materials (aqueous ethanol solutions and whole grain barley and wheat)
  • verifying authorities to verify reference standards of measurement and physical quantities of an artefact
  • utility meter verifiers to verify electricity meters and water meters

Appointments are generally made for a period of three years. The fee is $1,100 (GST exempt).

Approving Authorities

Approving authorities are appointed to carry out pattern approval testing of measuring instruments used for trade or regulatory purposes. So far approving authorities have been appointed to test electricity meters, water meters and evidential breath analysers.

To apply for pattern approval of a measuring instrument, a test report should be obtained from an approving authority and an application form for pattern approval should be submitted to NMI. View more on the pattern approval process.

Certifying Authorities

List of appointed certifying authorities

Certifying authorities are appointed to certify:

Policy and Procedure for application to be appointed as a certifying authority |

Measuring instruments

Evidential breath-alcohol analysers and grain protein measuring instruments — measuring instruments have to be pattern approved before they can be certified.

Australian certified reference materials

Aqueous ethanol solutions and whole grain barley and wheat.

Verifying Authorities

Verifying authorities are appointed to verify reference standards of measurement (e.g. temperature, mass, density, force, volume, pressure, length, angle, time, frequency, impedance, resistance, voltage, power) and physical quantities of an artefact.

Utility Meter Verifiers

Utility meter verifiers are appointed to verify electricity meters and water meters.
